If I am participating in the Dual Enrollment program, can I choose to CLEP out of the courses I could take and still get credit for them from CSM?

No. Courses that are available for the Dual Enrollment program MUST be taken through CSM. The College Level Examination Program (CLEP) tests your aptitude in various subject areas but only offers external college credit, not credit that you would earn through CSM.
